Le rapport de l’Observatoire National de la Pauvreté et de l’Exclusion Sociale. 2007-2008.
Le cinquième rapport de l’Observatoire national de la pauvreté et de l’exclusion sociale(ONPES) rend compte des évolutions de la pauvreté sur le long terme ainsi que sur la période récente. Le taux de pauvreté monétaire n’a pas augmenté de manière significative depuis les constats de son précédent rapport constate l’Observatoire, néanmoins, il ne diminue plus depuis 2002 et on constate une augmentation de l’intensité de la pauvreté. L’Observatoire a également souhaité compléter le diagnostic sur la pauvreté par une analyse de l’évolution des inégalités de revenus, ces deux approches étant complémentaires. La pauvreté est inégalement répartie sur l’ensemble du territoire. Le rapport présente une carte de France par département des taux de pauvreté  qui fait apparaître des territoires particulièrement défavorisés dans le nord et l’est, sur le pourtour méditerranéen et dans les départements d’outre-mer. Un second volume, intitulé Les Travaux  de l’Observatoire, est destiné à rendre accessible à ceux qui le souhaitent l’ensemble des études effectuées pour l’Observatoire et qui ont contribué à nourrir le rapport …

Résumé

L’hôpital, carrefour obligé des questions de la santé, semble reposer sous une couche épaisse de sédimentation normative, au point qu’aucun écrit le concernant ne commence sans un inventaire des dispositifs en tout genre qui l’enserrent (hygiéniques, gestionnaires, juridiques, professionnels…). La sociologie de son côté aurait plutôt tendance à ne pas se laisser impressionner par les dispositifs formels et s’ingénierait même à trouver des mécanismes cachés, des régulations sociales « derrière » les règles affichées.

Séminaire de sociologie 2008/2009

Les chercheurs considèrent ici les évolutions concomitantes de l’organisation et des métiers de soignants exerçant dans le cadre des structures hospitalières. Ils tenteront à la fois de comprendre les évolutions majeures consécutives aux réformes politiques et organisationnelles, d’une part, et d’autre part leur interaction avec l’évolution des métiers soignants, médicaux et paramédicaux. Les chercheurs tenteront de démêler les fils du formel et de l’informel, des impératifs politiques et des impératifs pratiques, du rôle des décideurs et des acteurs de terrain, des régulations pensées dans le cadre de la nouvelle gouvernance et des régulations ancrées dans les habitudes locales, les reconfigurations des métiers et leur rôle de socialisation. Ils examineront en somme les codifications du travail à l’épreuve du réel. Les chercheurs analysent la question aux différents niveaux macro, meso et micro sociaux, c’est-à-dire qu’ils posent l’objet dans son écrin environnemental (économique et politique) pour examiner ensuite les différentes facettes de l’organisation et du travail.

Ce séminaire se veut à la croisée de différents travaux, émanant des laboratoires les plus divers, à l’initiative de deux d’entre eux (Laboratoire Interdisciplinaire pour la Sociologie Economique - CNRS - Cnam / Genre, Travail, Mobilités - CNRS - université Paris 10 Nanterre - université Paris 8).

« Si le mot “inégalité” ne vous fait pas tressaillir, peut-être serez-vous plus sensibles au mot “injustice” ». Ainsi commençait en mars 2006 un appel lancé par la Fondation Abbé Pierre pour le logement des défavorisés dans cinq grands quotidiens français. Au-delà de la situation particulière du logement social dans ce pays, cette exhorte traduit un changement significatif : le constat d’un glissement des inégalités sociales vers les injustices sociales sur l’agenda socio-politique. Si demeure la question de fond du moment à partir duquel une inégalité devient une injustice, force est en effet de constater une tendance lourde, celle de l’expression croissante des problèmes sociaux sous l’angle de l’injustice. Comment comprendre pourtant pourquoi, aujourd’hui, l’expérience sociale se donne à voir comme une suite d’épreuves individuelles ? En quoi la transformation des inégalités, leur “individualisation”, à tout le moins l’attention portée aux inégalités dynamiques affectant les trajectoires sociales des individus, participent-elles à alimenter le sentiment d’injustice devant les évènements qui affectent nombre de nos concitoyens ? Dans quelle mesure cette centration sur les épreuves individuelles, souvent lues sous le prisme de l’injustice quand elles se retournent contre soi, alimente-elle une logique victimaire, faisant de la victime le centre de l’attention publique ?
C’est à l’examen de la place aujourd’hui prise par l’injustice dans l’expérience individuelle comme sur la scène sociale qu’invite ce nouveau cycle de conférences publiques organisé par la Chaire de Travail social et politiques sociales. Il s’attachera notamment à éclairer les enjeux d’une thématisation des problèmes sociaux sous la figure de l’injustice.
